So New Labour think that they are being clever by cutting costs and not services. 

For example the NHS costs are people such as doctors, nurses, cleaners, laundry etc. and, of course, drugs, operations, intensive care beds, specialists etc.

These are the costs of the NHS. Every time the NHS provides a service to someone there is a cost involved.  

So if New Labour cut costs then by definition they are not providing a service. 

If New Labour cut the costs, then they are cutting the services!!!!!!!
